I agree with you, this was a part of my proposal to the team to make offers the same for all players. My idea was giving offers when you reach a certain level or achievement.

Thanks for letting us know about this, I just sent a message through the Tech Team, I was out yestereday.

Something like that, that was just my idea on keeping gold offers within a certain point on the game rather than doing it by random.
