Upgrading a mod is just researching the next level of mod tech, the same way as upgrading a unit is the same as researching the next level of production tech. We’d like to allow queuing up research eventually, but I don’t think it will be soon.

Hardware prices are also going to be adjusted downwards for lower level content, but will probably stay high for the highest level content.
